I have 5 gals on Amine 400. I'm sure it was froze last winter...is it still good. Has it reduced effectiveness.

I have had the same thing happen to me. Let it thaw out, shake the 5-gallons to be sure all of the salts are mixed up again. I did not notice any differents when I used the 5-gallons to spray the grain.
 So, yes it will still be good, just make sure to shake it up to mix all ingredents up again.
