Question
How do they measure a ton of emissions in the air quailty reports? Is it a weight of particles? A volume?  

Answer
The emission is weight based.  For example, if you have an exhaust gas with 3% CO2 in it, at 230 C, and 2000 Cu M/ Hr.
that represents an emission.    If the CO2 is 3% by volume, then one more correction is needed  the volume is 3% * 2000 = 60 cubic meters.  Next correct it to Standard Temperature and pressure.  The temperature conversion is (273/(273+230)) giving you about 32.56 Cu M/ Hr.  The weight can be found by multiplying by 32560(liters)/22.4 liters/ mole * 44 grams/ mole(MW of CO2) = 63996 grams/ hr or 64 Kg/ Hr. since there are 52*7*24 hours in a year(8736 hours), the emission weight is 558808747.grams, divided by 1000000 grams per metric ton which is 558 metric tons per year.
