Question
can I fly commercially with unpaid traffic tickets/warrants?

Answer
Yes, you may.

However, the TSA has "Behavior Detection Officers" (BDOs) who watch crowds looking for people who show signs of stress or nervousness.  So if you're worried about getting picked up by the police at the airport, you will likely be subconsciously exhibiting signs of nervousness that may get you noticed by a BDO.
