Hi Roberto, I'm planning to take a plane to Tijuana, and then cross the border to take the SAN-SFO-PVG flight. My question is if I must get my permit at the crossing in San Ysidro, or if I could get it in the San Diego Airport, pr if I don't need it.

Dear Mario,

Airlines must retain all I-94's for all foreigners departing the US regardless of the destination.

To return to the US you'll need to present your valid visa again the the Immigration Authorities at the first point of entry in your case, San Ysidro.
