Question
My boyfriend is a South African citizen hoping to vacation with my family (we are US citizens) in Cancun, Mexico for a week.  In searching for flights from Johannesburg to Cancun, all include layovers of a few hours in a U.S. airport.  If he doesn't leave the airport, is he required to have a visa for a flight layover?

Answer
Dear Amy,

Not only for transit the US, your boyfriend will also need a visa to enter Mexico. The US suspended the transit without visa facility.

You can consider change his itinerary, transit via Brazil instead, where the transit visa is not required.

Hope this helps.
Best Regards,
