Air Travel/visa waiver for U.S.A.

Question
Hi, I am currently traveling around the America's and have a query regarding
the USA's visa waiver program. I am currently in South America and am due
to fly to Mexico in a weeks time. My flight to Mexico, however, goes via
Boston, where I have an hour wait for a connecting flight to Cancun. I
understand that I am required to enter the visa waiver program to do this,
despite not leaving the airport in Boston. After spending a month in Mexico, I
will then cross in to the USA again, where I had planned to spend close to the
90 days visa waiver allowance. My question is, will entering the USA for my
connecting flight to Mexico effectively start my 90 day allowance in the USA?
Can I still enter the USA a month later, after Mexico, and spend a full 90 days
there?
Thanks for your time.
Ryan

Answer
Dear Ryan,

On your trip to Mexico via Boston, you'll fill out a I94 green form that will be collected when you leave Boston. So for all aspects you're out of the USA.

When going back again, you'll fill out another I94 form and present it to the authorities that will determine the lenght of your stay.

Best Regards,
