Question
i am making a gift for a friend to take back home (from the usa) to his cats in england that has dried catnip in it. will he encounter any security problems taking it out of the country?

Make sure that this item is on your checked baggage, to avoid any problem with security.
As far as entering the UK with this, I did not find any reference in the UK Customs website, but you can try to send an email with your question to:
