Air Travel/Air India - baggage allowance quirk

Question
We live in Chicago and are flying on United from CHicago to London -travelling with a 2 year old and wanted a direct flight. Then we are taking Air India to Amritsar India from London. Our tickets say 30KG. Air India doesn't agents at 800 number don't give a consistent answer. I thought anyone originating from the U.S is allowed 32KG for each checked bag with 2 checked bags allowed per person (We are travelling in business class London/ATQ on Air India) so it should not matter what airline we take right? Or do we have to fly Air India from the STates to qualify? I know we can prove where we are coming/going by our United Airlines itinerary/ticket. Please advise. This is very confusing.
