QUESTION: is there such a thing called a  money allowance to board a  flight out of oklahoma and flying to iowa  never heard of this  just wanted to know

ANSWER: I have never heard of such a thing on domestic flight Do you mean baggage allowance? If traveling internationally, the US customs puts a limit on how much money you can bring into the USA.  

take a look at tsp.gov or type in Homeland Security in the search engine.

QUESTION: no i meant i was told that to fly from oklahoma to iowa you had to have at least 100.00 dollars  as money allowance  to board  a flight

I am sorry that I misread your question.
I still do not know what that money allowance is.  The only possible explanation is that you should have $100 so that you can buy food/snack on board a flight.
Which airline company are you flying? Most of the airline companies only accept credit cards.
