Question
Is it permissable to board at a layover airport rather than board at the departure airport?

Answer
No. In every case I know about, it violates the rules of the ticket contract to board at the layover airport. If you skip your first flight, the airline will cancel your itinerary and you will not be allowed to board your plane at the layover airport.
