Question
Would it be ok to bring a playsation 2 packed with the cords & games on a flight, with a RF modulator?

Answer
Playstation 2, cords and games are fine.  In fact, you don't need to take them out of your carry-on as you would a laptop.  (That is, unless the TSA agent is being over-zealous.)
I don't know what an RF modulator is, but if it's just part of the game system, then you'll be fine.
