Question
in order to save money, I am booking Tokyo - Singapore - Delhi
with 2 separate bookings on 2 separate airlines, one for Tokyo -
Singapore (JAL) and the other for Singapore - Delhi (Singapore
Airlines).  when I check luggage in Tokyo, will I be able to check
it through to Delhi or would I have to pick it up in Singapore and
re-checkin there before proceeding to Delhi?   any special
procedures needed?

Dear F Palmer,

The airline that you will check with in Tokyo will be able to tag your baggage to the second airline involved in your itinerary. Probably when arriving in Singapore you will need to clear customs and therefore will have to present your bag to the authorities for inspection.

But if you have your boarding pass (with a seat allocation) for your connecting flight issued to you at the departing, you may proceed directly to the gate for your connecting flight.
But if your airline has not issued you with a boarding pass at the departing airport, you should proceed to the nearest Transfer counter in the terminal of your connecting flight. You will then be issued with a boarding pass for your flight out of Singapore and arrangements will be made for the transfer of your baggage to your connecting flight.

Please check in Tokyo with the airlines involved the best way to ease your connection at Changi airport in Singapore.
