Do the state and or county court house have to notify property owner by certified mail before the tax sale?

Answer
I really need more information here. I am not sure what you mean by "property tax sale". However, I can almost guarantee that you will not be notified by certified mail. If you are referring to annual property taxes, the county courthouse will send you a postcard in the mail.
