Thank you so much for your quick response.

My apologies for neglecting to mention that I have replaced the battery and the mechanic checked the spark plugs...and even cleaned them.  I'm at a loss of what else it could be.

You did not indicate whether or not it started and ran fine in the summer and nothing was done in the meantime.  The SPICA system requires a methodical check that many mechanics try to bypass.  If you are sure that the solenoid actuated cold start device and the thermoswitch and relay are all operating correctly, then, the next thing to do is measure the linkage from the firewall to the injection pump. If need be I can give you those dimensions--you can check them with a metric tape measure if you are very careful.
