Answer
First of all, combine terms to get 28h = 12-7h
You can add or subtract the same thing to both sides of an equals sign without changing the answer, so add 7h to each side to get
35h = 12.  You can also multiply or divide both sides by the same thing so divide each side by 35 to get h = 12/35
