Graph each relation or equation and find the domain and range.
Then determine whether the relation or equation is a function.

Answer
That's a function which you can graph easily.  It's a straight line and it only takes two points to draw a straight line.  Just put in a value for x, calculate y and plot x,y.  One point is (0,0) and another point is (1,3).  I don't do domains and ranges since they didn't teach those when I took algebra 60 years ago.
