THE QUESTION IS "WHICH OF THE FOLLOWING EXPRESSIONS REPRESENTS THE PRODUCT OF 3 LESS THAN TWICE X AND 2 MORE THAN THE QUANTITY 3 TIMES X?"   MY QUESTION IS WHERE DOES THE 2 COME FROM AND HOW DO YOU GET THE 2?

I CAME UP WITH (6X -4X)(-9X + -6)

Answer
The product would be (2x-3)(3x-2)

I just put down exactly what the question said.  3 less than twice x is (2x-3).
2 more than the quantity 3 times x is (3x-2)

Now you tell me how you came up with your answers.  I've been doing algebra 50 years longer than you have.
