Question
what is the difference in the degree of 2x3(x5+3)+2 and 3t3+t+9

Answer
Do you mean:  2x^3(x^5+3)+2 and 3t^3+t+9? (where "^" means "raised to the power of")

If so, then
2x^3(x^5+3)+2 = 2x^8 + 6x^3 + 2, after distributing, is an 8th degree polynomial
while 3t^3+t+9 is a 3rd degree.  Hence, the difference in degree is 8-3=5.
