7 = m+b and 1 = 10m+b so m= -2/3, b = 23/3 and your equation is 3y = -2x+23
2. for clarity, you need to write it y = (2/3)x +7 which gives you 3y = 2x +21
3. a. I don't know what you mean by point slope form.
