Question
2x=2y+4

i dont understand the steps to these types of questions (solving linear equations.) is ther some sort of basic format???

Answer
the standard equation for a straight line is y = mx+b, where m is the slope and b is the y-intercept.  You can divide by 2 and re-write your equation as y = x-2 so the slope is 1 and the y-intercept is -2.  You can't "solve" an equation which has two variables.
