-8=-3m+2+5m

Answer
You can add or subtract the same thing to both sides of an equals sign without changing the answer.  You can also multiply or divide both sides by the same thing.  
-8 = -3m +2 +5m
first of all, combine terms to get -8 = 2m +2
then subtract 2 from each side to get -10 = 2m
then divide both sides by 2 to get -5 = m
