Question
In my rating box it says FLAGS PRIVATE.
What does that mean?

Answer
Flags indicate the options selected by the questioner.

"Private" means that the questioner does not want your  exchange published to the Q&A archive where all visitors to our website can read it.

"Follow-up" means that the questioner has read your answer to one of their previous questions, and now has another  question about the same topic.
