Hello Katie-  I am trying to understand this feature.  So people (other than the questioner) read my answers and comment on them, right? That is ok but frustrating for several reasons.
1.  I am not notified of these comments
2.  I have no way to respond to the person posting the comment (I had a really helpful one and wanted to ask her more questions)
3.  When I do stumble upon them it seems like they think it's a dialogue of sorts and I of course never respond.  Do they think they are posting on a forum?

Is there a way to improve on this?

We only email the original questioner if s/he chose that option when they submitted the question.

We purposely do not notify experts when someone adds to their answer. Many of our volunteers have answered over a  hundred questions - we would clog their mailboxes if we sent them an alert every time someone added to one of their answers. We thought it would be more convenient if we just list all the comments in one place.

You can respond to these entries. Here's how:

Click the "...view" link in the Preview column of the Added Answers list (off your Expert Home Page).
On the page that pops up, scroll to the bottom of the comment(s) and click "Add to this Answer".
Your response will be posted to that page at 1AM GMT the next day.
