QUESTION: I was writing with regards to the alternative building in Florida and concerning the building codes. I am considering buying a couple acres in Putnam County. I am disabled and have little money to operate. So I will need to build with improvised and salvaged materials. Containers are a good alternative as is underground and earthbag construction. What alternative materials are ok to use with the Florida Codes? What other alternatives if any can you suggest?
Answer Florida codes do not address alternative materials. What you have to do, and I think it is rediculous, is to submit engineered plansfor the entire project and safety (UL) testing to the Departmet of Community Affairs, (DCA) for product approval. If they certify the plan, then you can use it for construction. The alternative is to have an engineer certify the plan andmaterials you wish to use and submit it through your local building department. It takes a long time and is very expensive either way. Florida provides this service for innovative systems, but has to maintain the safety and welfare for future citizens that might purchase the home in the future. It is also for your safety. I do not recommend this route.
It is best to build conventional style. It is expensive. Building costs continue to rise and values keep going down. Florida is virtually doing nothing to progress alternative types of affordable construction. They are advocating energy efficiency, but with no focus on economics or affordability to consumers. I wish I had a better answer for you, but I do not think there are any in Florida that make sense for the end product you are wanting.
