Hi.. We recently adopted a 16 month old, six pound, female maltese from an individual.  She had a long matted coat that had to be shaved.  She had excessive tear staining and staining on a back foot from licking.  She was diagnosed with ear infections, bacterial and yeast.  She's completed her treatment and her ears look good.  Her skin doesn't!  She chews her feet and scratches constantly.  We started her on an antihistimine and oatmeal baths.  It hasn't helped.  I changed her food from "Purina" to Blue Diamond small breed.  She's been on that for about 3 weeks with no improvement.  I do not want to give her cortisone!  What do I try next?

1.  Please place this baby onto 1/2 of a Acidophalus pill each day:  you are looking for the
1 Billion CFUs of Acdiophalus- at your local pharmacy or Walmart ( in the human vitamin area)
give her the 1/2 per day for 3 months.  (HIDE in some cheese, yogurt or even a little bite of beef hotdog.
This will help her Allergies, YEAST, and itchies...  LOW cost and Very Safe

2.  Oh, please get your baby onto 1 teaspoon of NuVET supplement per day:

Now -as far as food :  slowly switch your baby over to a grain free food:
Innova EVO: Wellness Core; Solid Gold Barking at the Moon OR Merrick Grain free.
They make a canned and dry food.  
I would mix your Diamond food with the new food for 3 weeks - to avoid loose stools.
AFTER about 3 weeks - go to the NEW grain free food.
I have great luck with grain -free feeding.

I sure hope you decide to follow my advice :
The NuVET will help to STOP this itchies and excessive licking.
