How does one remove the proportioning valve on an '84 Jeep CJ-7?

Henry,
If you are just removing it, remove the brake lines, then remove the bolts that secure it to the frame.
If you are replacing it, do the same, but after installing the brake lines, you will have to bleed the system to remove the air. Be careful installing the brake lines so you don't cross thread them. Start them by hand, then use a line wrench to tighten them.
The brake fluid is caustic, so don't get it on the paint. Get a can of "brake cleaner" to spray down the area when finished.

I am not trying to sound stupid but the bolts just spin.  The nuts on the inside the frame are round and have no way of gripping them to stop the spinning.  Any suggestions?

If you can get to the nuts inside the frame, use a pair of vise grips to hold them. If you are unable to get to the nuts, you will have to cut the bolts with a die grinder or chisel them off, either by hand or with an air chisel.
Soak the bolts/nuts with WD-40 to loosen the rust.
