Question
In 404 BC, why did Sparta make it a condition of the peace ending
the Peloponnesian War that Athens should recall her exiles? What
was the benefit of that to Sparta?

Answer
Athens exiled anyone who was against their political ideologies and democratic philosophy.

The exiles fomented unrest in Athens, and that is exactly what Sparta wanted; their ultimate goal was to destroy Athen's internal democratic system.
