Did Pagues reduce the population to the point it could not sustain itself?

Answer
Hello Hillary,

Yes, plagues decimated the Roman citicen count.  

The census was so low that natives from the conquered territories  were wined and dined and convinced into moving to Rome and promised automatic citizenship.


Another techniqe also used was to send representatives to foreign lands such as the land of the Goths and Visigoths [Germany and the northern countries] were encouraged to move to Rome in exchange for allegiance to Rome they were given lands, titles and free citicenship.  This last technique is hat caused the problems which ultimately led to the downfall of the empire. .....  too many foregners and not enough natives = invasion from foregn lands.
