Hello,

the Latin phrases “Qui verum cognoscit” or “Qui veritatem cognoscit” are the translation of “One who knows the truth”.

As for “One who is enlightened”, in the sense of one who has an education,i.e. is "well-educated, learned, literate”,  you can say:
“Qui doctus est “ or “Qui eruditus est".

-One who = QUI (relative pronoun in the nominative masculine singular)

-knows= COGNOSCIT (from COGNOSCO, I know)

-the truth = VERUM (accusative neuter, 2nd.declension) / VERITATEM (accusative of VERITAS, 3rd.declension )


-One who = QUI (relative pronoun in the nominative masculine singular)

-is = EST (3rd.person singular of the verb SUM, I am)

-enlightened = DOCTUS / ERUDITUS  (nominative masculine singular agreed with QUI.)
