Question Was Skip part of the evil plan to get Cordelia to a higher plane? He seemed so nice and friendly. I thought he was working for the PTB, or was it Jasmine?

Thank you for your question and sorry for any delay.
The answer to whether Skip was part of the evil plan is best seen in the episode 'Inside Out'. It is here that we, along with Angel and the gang learn that he is a servant of Jasmine and not the PTB. It is also revealed that most of the events up to that point had been manipulated by Jasmine and Skip, for example turning Cordelia into part demon and her ascension. Although he doesn't mention Jasmine by name, it is safe to say that he was working for her.
I have to agree that he is nice and friendly and that just makes him more evil when he does reveal that he is bad. Its also really funny!
