Dear Lee,
Today my mom and I found two 3 or 4 month old puppies wandering along a busy street. When we went to get them they were very friendly and looked healthy, but had no tags. We were informed by a neighbor who the owner was and that the puppies have a history of getting out. When we returned the puppies, the owner didn't even know that they were wandering around. He also informed us that they live in a shed that will be getting heating and air conditioning.
I feel like I should do something, but I'm not sure what. From talking to the owner, I could tell that he wasn't sure of how correctly care for puppies, but his daughter loves them. What should I do?

Hi Lizi,
probably the only thing you can do is call your local humane officer and discuss your concerns with him/her. They are either part of your police force. Your local/area animal welfare agency or shelter will know who they are as they work in partnership with them sometimes. Provide the info and address of the guy and explain that you're concerned for the dogs' safety.
