Question
ok heres the short version... i kinda need an ASAP answer... my neighbor has 2 dogs and they tie both of them on leashes. it is approx. 94* right now and only getting hotter. they have no shelter, water, nothing but shade of a tree. the dogs are out for atleast 4 hours at a time. would this be considered animal cruelty? plz help

Hi Sydney,

This is a hard question to answer because the cruelty laws depend on where you live. If they are living in extreme heat without water this would be could considered cruelty anywhere. I suggest you call the local human society and ask for their animal cruelty department. I cant help you much more without knowing where you live. They should send an investigator out if they feel  the animals are in danger. Please ask them where you can retrieve more information about the laws in your city/state.
