Question
My neighbors dog came through our fence ( its a welded wire fence) and my dog bite their dog. My neighbor is now threatning to call the police on us. Are we at fault here? My dogs have never gotten out. They are way to large to get through the fence.

Answer
I would call ASPCA or Humane Society or Animal Control for your county and find out, but it is my experience that it is their fault for allowing their dog to come into your yard.  The dog should be secure in it's own yard.... but do not take my word for it, I do not know the laws in your county/state.
