ANSWER: Two good vector animation apps are Flash and Toonboom. I've listed below a couple sites for tutorials.

I should note that AE is a video effects compositer, not a vector art animator.

There are plenty of tutorials for Flash and Toonboom on the web as well as other vector art animators. You should determine what your goals are first. What types of aniamtions are you interested in? What kind of output are your expecting to generate, web, video, etc? Once you know some of these variables you can pinpoint what app would best suite your needs and what tutorials you should invest the time into learning.
