Hi,
  I would like to ask 2 questions if I may.  1)can you suggest a few cartoon companies to pitch my idea to?  Maybe cartoon network etc.  2)How much material do I need in order to pitch my idea. Thanks.

Very Simple.

Pitch to everyone.

The more material you have, the better it is.

Pitch with what you have. If they like it and want to see more material then show them what they want to see.

That's pretty much it.
