Question
I have some photos or pictures in JPEG image formats. I need to change the hair or shape or looks of some people in these images. What type of program or software do I buy for that ?

Hands down, you want to use Adobe Photoshop. There is not really anything out there that is going to do the work for you, but Photoshop is the industry standard for photo manipulation, and is definitely capable of handling that.
You can find tons of tutorial resources and dedicated websites to help you get started. Just do a web search on "Photoshop tutorials for image manipulation" or some variation. Some of the tools in photoshop that you can do tutorial searches on are color correction, recolor, clone brush, healing brush, and liquify.
