There are various techniques you can employ using Adobe Illustrator or Adobe Photoshop to take a photo ('natural pic') and give it the sketch
or cartoon look you mention. For example, in Illustrator, you can turn a photo into vector art by clicking on a button - there are several different settings that approximate various looks, such as a 'black and white comic' look. None of the settings is perfect, and it helps if your source photo is well-lit. Plan on a lot of touch-up. You may need to combine various filters and/or textures as overlays to create the 'sketched' look that you mention. All these tools can be combined with Adobe After Effects to create the same look for video.
