Hi Lisa,

This is a production cel from a section of the theatrical feature "A Man Called Flintstone" It was animated most likely by Ken Muse (funny how his autograph isn't on the cel).
I'd like to thank Scott Shaw and Earl Kress for helping me out with the answer.
