what is the best animation program to use to make a cartoon?

Hi Helena - If your cartoon is hand drawn, I suggest scanning your artwork using registration pegs, then doing inking and painting in a program like Adobe Photoshop. You can then import the Photoshop files into a program like After Effects where you can create camera moves and other effects.

Really, there are many other solutions to creating a cartoon. For example, oftentimes a cartoon is created in a 3D program like Maya, and then cartoonish "shaders" are used to give the 3D a 2D feeling. If you are just starting off, this is probably too advanced for you at this point - stick with Photoshop and After Effects to start. Keep in mind, though, that there are many solutions to creating a cartoon, based on the nuances and effects you are trying to achieve.
