Surely you are not serious...
It is clever, the way they made it look like a surveillance camera just happened to take some footage, but even the video disturbance is faked. That sort of special effect is easy enough to do on a desktop computer, and the low quality of the video footage, with the disturbances, etc. are used to help hide imperfections, and further the illusion.
If it were real, I assure you, it wouldn't be on metacafe, or youtube, or anything like that anytime soon...
