Anime/70's or 80's Anime about a ninja boy

Question
I remember when i was little i saw a one shot movie called "ninja boy"
But when i look for it all i see is stuff for Naruto and all that stuff.
Now the dagger of Kamui is good but the art style of the one i want is more
cartoony, it uses the same art style as the super nintendo game of the same
name. he has a pony tail like most ninja and he has magic powers like, he can
convert into a tornado. i remember in the movie, since he is a kid, he see's a
woman bathing in a river naked and he gets all antsy and she gets mad when
he calls her an old lady.
One of the bad guys which Isn't really a bad guy is a girl with glasses that can
copy any ones moves exactly. she fights with all the characters and copies
there moves. I don't remember who the main villain is. i even remember the
theme song "If you wanna be the best, Ninja boy".
Now since this maybe was an english translation the character could have his
name changed for copyright reasons or something like that.
Sorry for rambling. Any help will be greatly appreciated, Thanks for listening.

Even though many consider it to be a crappy anime it has lots of stuff that is now used in every ninja anime to date. Thank you very much you have made my day. It was just what i needed.
