Question
Clock has quit chiming and outside weights don't move.

Answer
If it has been at least 10 years since your clock was cleaned and oiled it probably needs it now.
The right weight has to operate before the left weight can.  If you pull down on the right weight a little and move the minute hand to the 12 it should chime.  If it does the hour chime should also work.  If you do not know much about clocks, you should take it to a good clock repair shop and have it cleaned.  That should solve your problem.  It would be cheaper for you to remove the movement and take it into a shop if you can do that.  There are not very many clock repair people that still make house calls so call first.  Check your local phone directory first to see if there is someone local.
