My clock runs perfectly. However, it chimes exactly 8 minutes before the minute hand gets to the place where it should chime.

Usually what happens is that the center shaft of the minute hand slips on the hand itself.  You will have to hold the center brass part of the hand with a pliers and turn the outside of the hand about 30 degrees one way or the other.  I then either peen the center part tight to the bushing or use a little super glue to hold them together.  Be sure that you try it on the clock before you set the two together.  I hope this will solve your problem.  If not, let me know.
