I bought this because I loved it. Can anyone tell me what it is exactly? When it was made? Its value, whether to refinish or not?

I'm glad to hear you love the piece because not many people today are leaning
in your direction.

You Cupboard was made for use in a dining room to hold china. China cabinets
like your were quite common in the 1920's.

I would not go as far as to refinish the piece.  Just get some lemon oil
and give it a good rub down.

As for value I place a range of $175. to $250. on it.
