Question
My dad is having problems opening his diebold cannonball safe. When he turns the dial it recognizes the combination but he is not able to turn the wheel or latch to open it. He thinks maybe condensation has locked it shut. Is this possible? If so is there anyway to open it? I don't know anything about this safe but he said something like he has never used the inner lock he has only ever used the outer lock, so its definitely the outer lock that he is having problems with! please help he has been diagnosed with terminal cancer and he has been doing everything and anything to get this safe open.

First question, when was the last time the safe was serviced?  My guess is that it hasn't been serviced in years so rust is probably the culprit not condensation, though without condensation you probably won't have much rust!
Second question, why is he "using" this safe?  This is a collectible antique that should be on display!  If it is going to be used then it has to be serviced - regularly!

If you can't figure out what the problem is that is causing the safe to "not open", then you will need the help of a trained safe technician.

You didn't mention what area you are in, so the best I can recommend would be checking your yellowpages under "safes & vaults - opening & repairing".  Note:  I DO NOT recommend the use of locksmiths for this type of work as they do not have the necessary training.
