Thanks for your reply (for all your replies, actually).  I got impatient and called a locksmith/safe technician and he came right out.  He took the wheel pack out and a little piece of metal fell out.  He called it a spline - it was what I would call a key - and he said that was the problem.  He "squashed" it a bit to expand it, pounded it back in the key way, and put the lock together.  Now it works like a charm!  Other than the loose key, he said the lock showed very little wear and ought to be good for another 70 years or so.



He was a very helpful guy and a real safe nut.  He was happy to have me peer over his shoulder and he explained everything as he did it.  One thing that surprised me was that in this safe the fence is on the bottom of the wheel pack.  In all the pictures I've found on the Internet, the fence rides the wheel pack and falls down into the groove when the combination is dialed correctly.  In this one, the fence is forced up into the groove by the latch when the combination is dialed correctly.  Yes, you knew that, but I didn't!
