Go "Trick-or-Treating" - You'll feel better!

You've left out some information - you've never had the combination to the safe, so is the UPPER lock - open or locked?   The bottom one is open, but the dial is taped so that you can't lock it.  So basically you are ONLY using the keys on the upper door.   The drawers basically don't add anything to the story.

If your keys were "stolen", then I would recommend that you have the lock rekeyed or replaced, and while the safe tech is working on the safe, they can reset the combinations for both doors so that the safe works.

If the safe doors are unlocked / open - then you can pull the doors (lift them off their hinges) and take them to the local safe company for servicing!   If they are locked up, then you will probably have to have the safe tech come to you.

NOTE:  I NEVER recommend using locksmiths for safe work as they generally don't have the training, knowledge or tools to work on safes.  Contact a local safe company for service.

Hope this helps.

Happy Halloween!
