Question
Is there anyway -

oh..grmmps..
impossible..maybe..yes okay..

We are about  5,290 people.. Who enjoy ourselves playing a game that we modify..
It's pretty popular.

Would Mr.Richard D. James.. make a loading tune for us..It's only about 3 - 4 minutes long..

For in between the maps we play there is a time for the computer to load the next map.. While these 40 - 60 people wait to get back on the battlefield to slaugther each-other... In these moments - It would be awesome to get some Aphex Twins rolling through our headphones.

I know it's not like the good old pac-man pill idea anymore... This is much more..Yeah computer games has evolved, and we would only dream in our fantasies that.. He could make us a simple loading melodi..

He could come join the game himself.

I can be almost 100% certain that the answer to this is... "no".  Firstly I have no way of contacting him directly and secondly I can't imagine why he would even entertain the idea of indulging your request.  If between you all you can come up with a large sum of money, then maybe it would be worth persuing.  Generally, I would advise looking elsewhere for your loading music.  There are many unsigned artists releasing music under a GNU license for which you may find something appropriate.
