Answer
Hi there,

I'm not totally sure what you'd be hoping to achieve by approaching Richard James with your music, but even so I'm afraid I don't have any contact details of his.  If you would like your friend's music to be heard then there really is only one way to do it and that is by getting on a record label.

Richard D. James (Aphex Twin) co founded Rephlex records (www.rephlex.com) and shortly afterwards signed up with the phenomenal Warp Records (www.warprecords.com) also.  It would do no harm to send material to both of these labels, if you're VERY talented then you may be one of the lucky one's who get asked to sign up.  There are also numerous other electronica record labels to pursue.  Starting with some of the smaller one's is probably the best bet.

If your freind's music were to make it onto a decent electronica label, then it would be likely that Richard James would get to hear it at some point.

Tell your friend to put together a small selection of his most successful work, copyright it, then send it off to everyone and anyone who might be interested.
