Arabic - how to address name in writing?

Question
If i want to write a letter to say an Abdullal Al-Masira, how would I address
this person in writing?

Dear Mr. Addullah?

Dear Mr. Al-Masira?

or something else?

Hello,

Dear Mr. Al-MAsira is more favorable thought Dear Mr Abullah is not wrong, but calling him by his last name is more respectful for Arabs.

Also you might consider both names in addressing him like : Dear Mr. Abdullah Al Masira.
